Make Built in HDRIs more easily accessible for final renders
its rather clunky that lookdev hdris which are easily accessible within the viewport require digging through blender's data files, hidden in OS specific folders if you want to use them in renders.
on macos this is contained within blender's ".app" which means it's path is then also tied to a specific blender version and must be reconnected when updating to a new version.
i think the "scene lights" and "scene world" toggle in the rendered view should apply to the renders themselves. or, if you want max flexibility, put an equivalent toggle in world settings or view layer properies to override the render with one of the built in hdris.

I think it would lead to a nice bloatware if we would add all kind of normally not necessary data to blender. What if I don't use that? what if it's procedural?
YES!
Maybe just an option in the world panel that say "use environment preview" or something like "use for render" directly in the shading popover could be a thing? I don't find the idea of having environment maps just lying there (as mentioned by -L0Lock-), without the user being responsible or just aware of it, particularly reliable.
simpler: Since the files are here loaded in Blender, they should simply be available in Blender like any other picture file. Meaning, you should be able to see them in the pictures list and load them in the image editor or shader editor and so on. And also meaning you can unlink them if you don't want them in your project at all.
