Saveable encoding settings

I have a handful of different encoding settings I use, often within the same project so I need to remember them and manually change each settings when I need another format. Being able to save custom Encoding settings, like we can do with Dimensions ettings, would be a huge time saver.

This would be a good candidate for a first-time add-on if anyone was interested in trying.

As long as it can save to a local config path (like you've noted on Linux), then I think that would be an excellent way to handle it. Then you take advantage of Blender's native code for parsing those preset configs.
