This should probably better sit in bug reports

Where is bug reports? I am a newcomer.

First example when timeline not updated - probably a bug. Easy way to report - in Blender go to Help > Report a Bug (it will open bug tracker page in web browser).

Others isn't a bug... You actually have two different windows so if you clicked in left window and it is active one now - pressing hotkey while just howering on right window not make it active, hotkey still work for left one of course.

In last example you use Shift+MMB. MMB act same as LMB/RMB click - it activate window.

Actually it work same for other "two windows" as well. Hovering cursor on other window not switch active window, you have to click it.

It's ok. But this is one program not two. When I use Cinema4D or AfterEffects or other software in two screen these problems do not exist.

In Cinema4D I have two windows and the top window is active. when I press "O" in the second window to show active object it works. But in blender it does not work. (added in post)

Maybe it connected somehow to way it work in Bledner - you can have any number of "main" Blender windows. Each of them same "main", you can open second main then close first one and Blender continue work as if nothing special happened. It been working in this way since I started using Blender 3+ years ago...

Have no C4D experience, but in Photoshop, for instance, you can have only one "main" window (with menus and all that stuff). In Photoshop window detached from main act more like "detached panel". If you click on detached window - main window also become active. In case of Blender it all act like really different windows - you can activate one window while other may exist but stay behind other application window. And it actually handy sometimes to have such window independency.
