Hi! Good to see another new user around. I have some criticisms that may help you:
This isn't a proposal, you're just asking for Blender to have a "better colourwheel" with no examples of how it could be implemented into Blender. "Better" is abstract and helps no-one.
There's a few ways you could make this proposal more helpful: You could provide a screenshot of GIMP's colour wheel in comparison to Blender's and explain in detail where it is better, or you could make an edited screenshot/diagram/mock-up of Blender's colour wheel to show how the new features could be implemented into the current UI. You could also spend a lot more time on the proposal to outline Blender's shortcomings when it comes to choosing colours, and offer solutions to each problem.
No-one is going to do that work for you, you need to convince others that this is a good idea and worth implementing. The best proposals are those that a developer could look at and see exactly how it could be implemented into Blender with minimal interpretation on their side. Don't make the devs do all the work, basically. Thanks for taking the time to make this proposal, but if you want it to be successful it needs to be more fleshed-out ;)

Don't you like my idea? It is a request, I do not proposing. I cannot post a picture there.

Right Click Select is a place for making feature propositions, not for requesting features. If you want something implemented into Blender you need to put in the work to make it a thought-out proposal, or code it yourself.
If you would like to simply request a feature, there may be a forum somewhere for that but this is not the place.

And, no, everyone doesn't know X or Y software people mention in their proposals here, nor has the time to go out of their way to check it out.
