f-curve noise modifier should have amplitude and offset params

f-curve noise modifier should have amplitude and offset parameters similar to the built-in sine/cosine modifiers.

For example, I use noise modifiers on a character mesh mouth-open shape key as a simply way to simulate speaking (without audio). But I need better control over the combination of frequency and "volume" (how wide does the mouth open and does it close completely).

Adding a Limit Modifier causes clipping (mouth open wide for too long or closed for too long SE discussion ).

Yes I could use audio Sound to Sample, but this is more work in a non-audio situation, and I then have to craft the length of the audio sample to the desired length of the mouth movement. Using Limits modifier doesn't help here and doesn't allow for multiple, broken mouth movements separated in time.
