The funny thing is Blender already has an operator to handle this but it isn't exposed in the UI. Blender should add this option to the UI! This would be dead simple for the devs to do.
In the meantime, however, you can install this simple add-on to add a "Lock View Rotation" checkbox to the View tab of the N-Panel. All the add-on does is enable the operator that already exists in Blender.

On the github page, right click the "Raw" button and Save As to download the .py file.
Then edit this:

"blender": (2, 80, 0),Then install and enable it from the add-ons menu.
