Add recover autosave to splash screen after crash

If the last Blender session has not been quit cleanly, it would be very helpful to have the recover autosave option on the splash screen (or even offer it more prominently as a pop-up dialog). It is a lifesaving feature but right now it is a bit hidden, especially for new users.

* @-L0Lock- * yes unlike what you might expect that one does not recover your scene after a program crash

* @wouterstomp * Sometimes it does. It depends. I don't know how but it does. But both autosave and recover should be there too IMHO.

* @-L0Lock- * That's too similar to the other splash screen options and extremely easy to ignore unless you're looking for it. It's not unheard of people losing stuff because they didn't even know there's a recover option.

la opción de recuperar autoguardado existe ya, en la misma pestaña de archivo en la esquina izquierda arriba

For me personally, recover last session is almost never as up to date as the auto save when dealing with crash recovery. I don't know if it has ever been useful compared to auto save.
