Tool Pinning

Add checkbox to pin tools in the toolbar, these pinned tools will always be there in any editor's mode similar to sidebar's panels.

Clicking the pinned tool will activate that tool and automatically switch to the mode of that tool.

Pinned tools can be reordered similar to reordering workspace tab, or by drag & drop it.
