User definable border space when using HOME / new preference setting

IMO Blender allows far too much border space when one uses HOME to center the viewport.

I'd prefer maybe half the amount they are including.

But what would be BEST is giving the user control over that space. Use the current number as the default, but break it out so users can tune their installation to their own preferences.
