If the spacebar action is set to Tools it should still work for animation when the mouse is over one of the animation editors.
If my mouse is over the dopesheet, timeline, etc. pressing space should still play/pause the animation.

If you select Tools for Spacebar, play is Shift + Spacebar (in all editors). Otherwise you would have Spacebar for Dopesheet, Timeline, etc. and for 3D Viewport another different shortcut.
Are you sure this isn't a bug? This seems like a bug to me.
