Add ability for plugins (addons) to tear off/floating

The N-Panel was useful years ago but now it's a plague. With everyone writing addons, the nPanel is now unmanageable and also takes up VP space. Of course there are addons to hide addons, which is silly and doesn't negate the underlying problem. All other DCCs allow you to have scripts/plugins/addons dockable or tear off to be floating panels. This would allow users to have their favorite addons in various workspaces but also floating, or docked together. This would also make it so you could dock the panels anywhere, for example, ZenUV docked to the UV window, and so on.

Really, this would expand the overall functionality. You'd be able to tear off parts of the interface and restack them without having to "drag out" another copy of an existing window. Again, all other DCCs have better UI functionality and customizing compared to blender.
