universal settings

Hello,

When selecting the TAB work environments at the top of Blender I noticed your setting doesn't follow to each Tab. If you set the Outliner filters in the "Layout" Tab they will not be set in any other tab. Is there a setting or add-on to change this, or is that just the way it is?
