The texture spaces of two animated empties are used to displace a cylinder which got 100 loopcuts along the length (if you are smarter than me, you don't take the 32 default rings but try to get away with 3 or 4 for a way lower polycount). With the midlevel settings of the second displacement modifier i can make the arc bend up- or downwards. Giving this midlevel-slider a noise modifier would be the next logic step. Use the gradient brush (radial mode) in weight paint mode to keep the arc's ends static.
