Is blender developers wrote code for supporting parallel processing/computing ? Does blender can run in parallel processing? Any help please Can I use my other PC CPU resources for performance improvement?

There are addons for Blender which allows you to render in a local LAN. Here is a Link for a tutorial about it.
AFAIK Blender has a good level of parallelism in the execution in the CPU, AMD does not accidentally use Blender in the presentation keynotes of the new processors. However as OpenSource software you can load and control yourself in the code how and how much Blender uses parallels
