You need to port it to the new CPU that they will use on all their devices.
But you need to have a Blender version that use the Apple API to work properly (METAL) and make the port work on their new "universal platform". That's a lot of work and not trivial.
This is not a simple cross compile to make it work, you need to replace OpenGL that they have deprecated to their own graphic API (METAL).
In the long term, the Blender DEVS plan to migrate OPENGL to Vulkan, and there is a way to reinterpret Vulkan to METAL (using MoltenVK). If there is such a release in the future, then it will be easier to port to Apple and have more features working there. Apple should participate in the Blender Developer fund as Patron there to finance such a work!
Will they force the addon developers to use the Apple Store? Will have to see and wait.
