I have downloaded version 2.82 but am unable to access it. I only get access to install wizard. Can anyone help me with this?

Just select other versions on the Blender download page, choose the portable version for your OS, download unpack somewhere and drag link to the Blender executable to you desktop. Avoid all that windoze bullshit.
What is your operating system? Windows, Mac, or Linux
Also, where did you download your blender version?
install wizard is blocking it ??
