Just downloaded, twice, and still does a momentary white screen & Dies!

Blender 3.2 requires OpenGL 4.3 or higher to run. Which version of OpenGL you can have in your OS depends on your CPU (with Intel graphic or AMD graphic), or third Party graphics card. Your CPU may be too old, or graphics card. If not, try to upgrade OpenGL to at least version 4.3.
Are you talking about the blender install? Perhaps there was an issue with a plugin. Make sure you delete any blender references from your user profile and try to install again. If not then maybe its a hardware issue - an unusual problem with a particular graphics card or some such. If you are sure its blender do the community a solid and provide a bug report. Hopefully cleaning up any legacy material will sort it for you though.

Assuming you are trying to install Blender, this comment seems to indicate, that you are trying to install a hoax Blender.
