A guess.

Mesh duplicate, at the exact same place or duplicate polygons. The graphic don't know whats in front or behind.

good analysis

Mesh duplicate ? What is that ? Can you explain it to me or can you send a video that could make me understand better ?

tommy.h

Sorry, 'object' is a better word

Mesh duplicate = duplicate identical object.

Try for yourself.

Make a Suzanne, copy it (don't move the copy) Put a dark material on one of them. Cycles or EEvee in viewport, and rotate around Suzanne.

Ok thank you ! By doing this, it will clear my problem ? Or it is just to analyse my problem ?

tommy.h

Just to experience , and understand your problem.

How can i fix the neon lighting ?

And is there a possibility that i can resolve that problem without rendering the whole animation ?

Also i'm new at blender so i will like to know which blend file are you talking about ? The whole file or there is a file especially for the lighting ?
