I only managed to recover 3 GreasePencil from a project with more than 20. There's a way to extract data from a project with "Missing DNA block"

If you had autosave enabled. you should be able to recover last working version automatically. from File>Recover>Autosave> choose from filename_datetimestamp.blend files last one with you file name. Goodluck

The same thing happened to me recently. For my case it was when loading a blend file from an external disk - I got the alert: Missing DNA block. I realized that the power supply of my PC had disconnected. Once connected, the file loaded without problem I concluded that the USB port did not have enough power to properly load the file.
