SVG as image texture
Would be good to have lightweight image texture as .svg file like Agitos flag upload.wikimedia.org/wikipedia/commons/3/35/IPC_logo_%282019%29.svg

SVG as texture sounds nice in theory, but doesn't work in practise as you think. Because GPU's just can't handle vector images for texturing purposes. GPUs only work with raster images (bitmaps). So there's no such thing as being 'light weight' textures with vectors. GPUs handle textures as raster format always.
So even if Blender would let us use an svg in an image texture node it still needs to convert it to a raster underwater to be able to use it. Which defeats the whole purpose of using an svg and makes things even worse; now we don't have control over how blender converts it to a raster (and to what format of raster), it takes longer to process etc. So than it's better to just create your graphics with vectors and output it to a png yourself to load it as a texture.
May be coming soon? 4.4....
menu File > Import SVG gives quite a nice result:
As for supporting SVGs as textures as an image texture node and such, there are already proposals for it:
