Better transform center control (position and orientation) in sculpt mode

Scale and Rotate can be the only way to achieve specific clean deformations and you can set the transform pivot through the usual shortcut ( for now it's not exposed in the sculpt topbar) to Cursor. Then you can place it on the surface ( I have this set ot Shift_MMB)- it will show only the transform gizmo.
What I ask is a method to place this transform center anywhere on the mesh with snap and outside the surface. Could be Alt_MoveTool and Alt_Shift_MoveTool for snap and orientation with Alt_Rotate, Alt_Shift_Rotate for angle snapping.

The example show the current functionality with scale. The sliding of the area around the transform pivot is a confirmed bug.

Why not try tranform pivot as 3d cursor.

* @mrajendra2150 * We need a workflow that is quick and precise without using interface sliders. 3d cursor is great but not when you need to place it by hand in a specific place and orientation.
