Make 3D Viewport navigator widgets vertical to maximize screen real estate

If you use a 2 in 1 laptop and use tablet mode, the navigator widgets are essential as a replacement for your keyboard. Because the widgets are right at the top of the interface, you have 95% of your screen for zooming out, but only 5% for zooming in. Moving it to a vertical position under the 3D widget will give a more even split for panning and zooming.
