Looks like an addon's job. The core Blender dev team really has plenty more important and "in scope" things to do.

While this would be kind of cool, it feels a little out of scope to do this within Blender itself, especially considering there are fantastic free pieces of software lie PureRef which do this already.

Use ref-software or make setup like this:
localview ortho-camera and collection with refs.
No rotation for images, one button to focus.
And you can switch collections if you have few groups of refs.
