The Select Box tool is always enabled by default even when using other tools
For example I am using the Move tool, now if I want to choose then I have to press B or Press space to select the box
In the Select Box you can also control the Cursor so the Cursor tool can be removed

Yes, that's the behavior of all software. In empty spaces box select and if I click and drag on the object I move in the plane of the view. Fortunately, we may have this behavior with Industry Standard Keymap . Check it out. blender.community/c/rightclickselect/Wbcbbc/
