I agree, a native circular array modifier would be an excellent addition to Blender. I am flabbergasted that in twenty or so years of development it hasn't been introduced. I've seen many-many-many requests for it in my own search for knowledge and understanding through the various Blender forums, all dismissed. It is a frustrating topic.
Fortunately there is a solution. It is an AddOn called RADarr recently developed for Blender 2.80, it comes in a basic free version, and a feature evolving paid version. I paid for it and have no regrets.
There is also another AddOn called R.Array, but it's developer has offered little information about the tool and RADarr has proven to be everything I wanted and more for making quick and adjustable circular arrays so I haven't bothered to explore further. Still it is good to have options.
Hopefully a native circular array modifier will find its way into Blender 2.81, though I am not holding my breath. Hopefully one of the two AddOns I've mentioned will be some help to you as we wait and see.

You can read more about RADarr at Blenderartists: blenderartists.org/t/radarr-ver-0-0-4/1147534

Duplicate of this proposal .
How exactly would you expect a "one click" workflow to work? Mock-ups and descriptions are necessary.
