Add Ability to Change Playback Speed down in Power Sequencer and Preview

There is request:

• blender.community/c/rightclickselect/gVcbbc/ Add Ability to Change Viewport Playback Speed

But not clear around Power Sequencer and Preview, where I often have problem to adopt the frames effects in relation to sounds waves and effects. Due this need slower speed not faster.
