Preference to change default drag and drop behavior in outliner (to parent with transforms)

Blender's outliner is pretty powerful in how it allows you to re-arrange your hierarchy. But the default behavior of requiring alt-shift to parent with transforms is time consuming and cumbersome when trying to build up a complex transform hierarchy with many objects.

This is in addition to the fact that the default behavior is counter to the standard behavior of many other DCC packages.

I propose giving users the ability (via a preference setting) to change the default behavior of a drag-reorder in the outliner. This would allow users to change the default behavior to be either link, parent, or parent keeping transforms.

The out of the box behavior would not change so experienced Blender users could leave it alone (and therefore require no changes to their workflow.)

For those of us who need to re-arrange the transform hierarchy all the time (to maintain compatibility with outside pipelines), we could change the default behavior to one that is more compatible with our needs.

Good one, I made quite a post here at Right-Click-Select addressing the same or similar suggestions!
