Let the clips in "NLA" jump above other clips
Why clips can not be crossed directly for other clips into the NLA, and it's necessari to take a detour to avoid other clips, in order to change clip to a other track position? The image shows the path to be performed now to upload the clip two rows.

Horizontal pass through will be allowed in 3.6 LTS, vertical is still WIP and we didn't make the cutoff but should be in 4.0
