I agree that this is an annoyance. Not sure how much it would take to implement this.
**It would be nice if ALL UI elements had this flexibiliity; at least within it's own space. Meaning I acknowledge that it makes no sense to drag a 'workspace' tab to another UI panel such as 'Properties' or 'Outliner', etc; as it has no contextual use there.
