Blender Update Check on Start

I've been pretty active on StackExchange as of late, and it seems to me that many people don't actually realize when there are new stable releases. At least several times now, I've been seeing people having issues where they don't have a certain option when following a tutorial, or I've given a response using native tools that are not in their version. It would be nice if Blender automatically checked for updates when starting.

Personally, I've switched to the steam version of Blender because of this.

PS: The version discrepancies I'm referencing above are from versions 2.80 to 2.81
